“Due to newly acquired intelligence The City has been put under Level Three “Protection” [L3P].”
The announcement took the entirety of The City by surprise, as the COMs
– as everyone in The City called the network of communication devices laid
throughout the city hundreds of years before during The City’s inception – screeched into life.
Level Three “Protection” was something that was taught in textbooks, and everyone knew the IDEA of,
however nobody believed that it would actually be put into effect. The Government called it
“protection”, although Level Three Spying would be a more apt description.
The Three in Level Three “Protection” didn’t really describe the level of “protection”, the amount
of “protection” was the same no matter what level the system was on. The Level described the
physical area that would be “protected”. Level One “Protection” allowed The Government
to use covert surveillance anywhere on the streets, roads, sidewalks, public parks, official buildings
of The Government and just about anywhere outdoors. Level Two “Protection” allowed The Government to
use covert surveillance everywhere they could use Level One Surveillance with the addition of
of inside stores, restaurants , movie theaters, and anywhere that dealt services to the public.
Level Three “Protection”, however, to this day had only existed in theory. Level Three “Protection”
allowed the government to use covert surveillance anywhere they could use Levels One and Two with
the addition that terrified the inhabitants of The City.
Level Three “Protection” allowed the use
of covert surveillance in private homes. This was unheard of, with the advent of privacy laws
and lobbyists, this level of “protection” was never put into use. This allowed inhabitants of
The City to be watched 24×7. This was an attempt of some power-hungry higher-ups in The Government
to manipulate the lives of the citizens to a greater degree. They expected the inhabitants to take this
lying down, but what they didn’t know, is one man wouldn’t have it, and would rise up against them.
